In the case of Obama`s action to grant amnesty to illegal immigrants and allow them to apply for work permits, states have called on federal courts to intervene and end this executive amnesty. And they did so, at least temporarily, until future decisions were made on whether these actions were constitutional and should be imposed permanently. Lincoln was the first to approach 50 with 48 decrees. Ulysses Grant was the first to beat 200 to 217, and he held that record until the arrival of Theodore Roosevelt (1,081). Other major issuers of decrees include Woodrow Wilson (1,803), Calvin Coolidge (1,203), Herbert Hoover (968) and Harry Truman (907). The Case Zablocki Act of 1972 requires the president to notify the Senate of any executive agreement within 60 days. The Powers of the President to conclude such agreements have not been divided. The notification requirement allowed Congress to vote to cancel an executive agreement or refuse to fund its implementation.   Executive orders are issued by the Presidents of the United States and are addressed to officials and agencies of the United States federal government. Enforcement orders have full force of law if they are based on authority derived from the law or the constitution itself.
